Voting Question: Am I able to keep security deposit for rent?

own a property in Milwaukee, WI. I have a tenant that has been chronically late with the rent. I told her in January that if she is late one more month that we will review her lease and take appropriate measures. She is on a month to month lease. She up and notified me today she is moving and was already packing a moving van. Since she did not give the 30 day notice, do I have the right to keep the security deposit and can I change the locks once she is moved out? I already notified the utilities of the move....
